formed Oct 2015 

VISION 

Palmerston North is recognised as the “Defence City”, with a long and significant military history, culture and heritage 

MISSION 

  • Promote defence heritage and history in the Palmerston North area 
  • Encourage commemoration and observance of significant events 
  • Facilitate awareness for education, economic, research and tourism benefits and opportunities 

PURPOSE 

To strengthen collaborative partnerships and to continue to build and protect the City’s defence culture and heritage, through: 

  • Remembrance and commemoration 
  • Heritage protection and creation 
  • Education and building awareness

We will concentrate of the "five C's" of Communication, Connecting, Continuity, Coordination and Community of all appropriate and relevant Defence activities within the area, past, present and future.

PALMERSTON NORTH’S MILITARY CULTURE AND HERITAGE 

  • Home of the original Soldiers Club established May 1916 
  • Awapuni Racecourse used as a training ground for WW1 
  • A&P Showgrounds used as a training ground in WW1 
  • Home of the 28th Maori Battalion in WW2 
  • Recent re-establishment of the PNRSA 
  • Two significant New Zealand Defence Force bases close by 
  • Close ties with NZ Army and RNZAF at political and everyday levels 
  • Massey University is the sole university to have a Centre for Defence and Security Studies. 
  • Palmerston North is home to many retired, currently serving and potential future service personnel 
  • Strong community willingness to work collaboratively to further a “Defence City” focus

TERMS OF REFERENCE 

Provide advice to Palmerston North City Council, community groups, and the local community at large on military heritage and history matters, as appropriate: 

  • Be the collection point, conduit and “clearing house” for related advice and communications 
  • Coordinate inputs and advice for the benefit of the community and PNCC 
  • Be the representative defence advisory body for the local community and also represent stakeholder interests 

PRINCIPAL OBJECTIVE 

Provide advice to Palmerston North City Council, community groups, and the local community at large on military heritage and history: 

  • Local military heritage and history 
  • Significant activities and events 
  • Relevant anniversaries and commemorations 
  • Defence procedures, protocols, and inputs 
  • Access and conduit to other relevant points of contact

OTHER DELIVERABLES, OBJECTIVES AND PROJECTS 

  • Creation of a heritage precinct in the CBD area 
  • Hold a military-style tattoo in 2019 
  • Continue to support the WW1 Centenary History Project 
  • Create a military exhibition facility in the 28th Maori Battalion Hall 
  • Promote Palmerston North as the “Defence City” 
  • Support other significant military heritage and history activities and events such as the RNZAF 80th Anniversary and Air Show at Ohakea in 2017
